New York, 1895
The man who was taken from Jamaica to Barnum Island three weeks ago by Overseer of the Poor Wyckoff, with his feet frozen, will have to have both feet amputated. Superintendent of the Poor Rapelye says the man is not a resident of Queens County at all, but he will be charged to the town of Jamaica because the Overseer, in his greed, interfered without authority. The business of the Overseer is to notify one of the Superintendents, and then the county pays the expenses. The Overseer of Jamaica has been taking charge of lunatics in violation of law, buying clothes for them, and forwarding commitment papers to Judge Garretson, and the Superintendents now refuse to pay the bills. Jamaica should not pay the bills.
